At the head of the International Monetary Fund (IMF) for the past thirteen years, Michel Camdessus travels the world, from Nigeria to Nicaragua to Honduras and Russia. In each case, he negotiates loans with the highest authorities of the land and lays down conditions. For six months, the filmmaker filmed the negotiations between this all-powerful organization and the applicant nations.
